China is largely controlled by the ruling party, (CCP) China Communist Party, through its control of state machinery such as the military, executive, and legislature. Even though the constitution sets the People's Congress as the highest ruling body, CCP, the party that is responsible for the independence and rapid growth of modern China has subverted that role and acts as the superior governing body, even surpassing the Congress (Wang & Minzner 2015). There exists no legal mandates that establish nor prevent the jurisdiction of CCP over China, thus CCP acts as the overall administrator, with the head (General Secretary) acting as the military head and civilian head and State President. Thus there are no structures to check the power of the ruling party, it reigns above all, and makes decisions however it pleases, without opposition.
