As cities and poverty continue to grow worldwide, both spatial and a-spatial peripheralization processes expose entire urban and metropolitan areas at risk of degradation, not just traditional peripheries. The main aim of this paper is to propose a methodology for peripheralization risk assessment, according to the general theory of territorial risk, in order to identify priority areas where mitigation actions should be envisaged through urban and territorial planning. Such an approach constitutes the novelty of the work. So, peripheralization risk is defined for the first time, depending on aggregated vulnerability and exposure. Based on a literature review, a set of vulnerability indicators structured in three dimensions is defined in order to construct the composite vulnerability index in the Italian geographical context. Due to the absence of well-established threshold values, an aggregation method based on fuzzy logic is used. The methodology was applied to a conurbation of 16 municipalities in Campania Region (Italy). Obtained results showed that areas most at risk can be both peripheral and central neighborhoods, but also entire municipalities, demonstrating how mitigation actions are needed at different planning levels. Since the necessary input data are ordinarily available in planning processes, the proposed methodology can be transferred to other geographical contexts.

The rebuilding of deteriorating residential areas is being replicated rapidly throughout Israeli cities despite limited assessment of the social consequences. This paper presents the findings of a social impact assessment (SIA) applied to a demolition and reconstruction case study carried out in a low-income neighborhood in Petah Tikva. The project represents a typical example of developer-led removal of low-rise, mixed tenure housing replaced by privately owned high-rise housing. A mixed-methods approach was used to explore the actual and potential social implications from different points of view held by the various public and private actors in the project. The research was based on the analysis of official documents, field observations, and semi-structured interviews with key stakeholders involved in the rebuilding process, and with affected community representatives. The case study was analyzed with regard to three components: the public engagement process, financial well-being, and community cohesion and stability. The assessment revealed insufficient public and municipal involvement, the displacement of the majority of low-income households, disregard for the provision of community infrastructure, and the weakening of community stability. The paper suggests various ways to improve the outcomes of the project for all the affected parties, and argues that incorporating the SIA mechanism in this particular form of urban renewal might improve strategic decision-making and promote urban sustainability.

Abstract:The city of Tel Aviv needs extensive urban renewal projects to answer the demand for housing. The area suitable for such a project is the older southern part of Tel Aviv, made up of small parcels of land with single units. This area has undergone an extreme gentrification process, which makes assembling small parcels into large ones a very difficult task. Owners holding out for higher prices may either prevent or significantly delay socially efficient redevelopment. The only current option for the Tel Aviv Municipality that will lead to efficient land assembly for private redevelopment currently is the option of private entrepreneurship. We wish to describe a mechanism that will solve the hold-out problem and lead to efficiency in land assembly without resorting to the intervention of the government to execute eminent domain. The mechanism requires the municipality to plan the development that will best suit the city, thus allowing the valuation of the parcel to reflect its true price for the owner. If the owners are still reluctant to sell, the municipality can then tax him according to the new value of the land.
