The subject matter of the study deals with the norms of national legislation on combating corruption and public procurement, as well as research works on the negative consequences of corruption in public procurement. The purpose of the study is to examine and systematize knowledge about the negative consequences of corruption in public procurement. The objectives of the study are: to examine provisions of national legislation on combating corruption in public procurement; interdisciplinary research of approaches to considering the consequences of corruption and its individual manifestations in public procurement; systematization of the negative consequences of corruption in public procurement using methods of grouping and typologization. In the course of the study, the author identified the normative prerequisites for the relevance of studying the issue posed. The analysis of the results of the research on the consequences of corruption and its individual manifestations in the field of public procurement allowed us to identify two groups of such consequences: internal and external. Economic, legal, social, political, moral and psychological negative consequences are identified using the method of typologization. When applying an interdisciplinary approach to the study of the negative consequences of the phenomenon under consideration, the author identified the industry-wide nature of such consequences, consisting in their harmful effects not only on the public procurement system itself, but also on other spheres of public life and, subsequently, on all major state and public mechanisms.

In the modern period, our state and society are striving to eradicate corruption in all its manifestations. The social danger of corruption is obvious. It is safe to say that corruption is one of the most serious threats to the national security of the country. In this regard, the activities of special bodies authorized to combat corruption crimes have great preventive potential, the key place among which is occupied by the internal affairs bodies. The purpose of this work is to determine the place of internal affairs bodies in the system of countering corruption-related offenses. Based on the current legislation, the author reveals the concept of «corruption». Using up-to-date official statistical data, the author presents quantitative and qualitative indicators of corruption offenses in the Russian Federation and concludes that the number of detected corruption crimes is growing annually, which indicates the need for the subjects to intensify the prevention of corruption crimes, including internal affairs agencies, those forces and means that are directed to fight corruption in the our country. Determining the place of the internal affairs bodies in the system of countering corruption-related offenses, the author names the main subjects of the prevention of these crimes. At the same time, the special role of the internal affairs bodies in solving such a national task as the fight against corruption is determined by the legal and organizational foundations of combating corruption that have developed in the system of the Ministry of Internal Affairs of Russia. Special attention is paid in the article to the coverage of the main anticorruption measures that should be implemented by employees of the internal affairs bodies. The author also reveals the specifics of the activities of individual divisions of the internal affairs bodies in the prevention of corruption offenses, primarily the economic security and anti-corruption units of the territorial internal affairs bodies. In conclusion, the author states that police officers, performing the function of preventing corruption-related crimes and administrative offenses, are engaged in ensuring not only public, but also national security in general, which indicates the special role of internal affairs bodies in preventing corruption crimes.

After the collapse of the USSR, Russia regained its sovereignty and embarked on the path of building a democratic (capitalist) state with a market economy. At the same time, the country's economy to this day (more than 30 years) is characterized as a transitional one, with an unstable national currency and financial system. The article substantiates the role of finance in the geopolitical transformation of the world economy in the context of deepening crisis phenomena, increased competition and contradictions in the global market in connection with the geo-economic redistribution of the world, the strengthening of the Western countries, primarily the United States and Great Britain, of a hybrid war against Russia and the organization of a proxy war through Ukraine. These circumstances lead to the need for the state to move from an ultra-liberal model of economic management to a planned-market, result-oriented, import substitution, economic growth (above the world level) based on the modernization of production. This requires increasing the powers of the state in the management of reproductive processes, sets the task of a deep theoretical understanding of the problems of financial security including in the aspect of transformation of management to unconditionally ensure the sovereignty of the country, its national and economic security. In this regard, it is necessary to restructure the system of state institutions to ensure the formation and implementation of large-scale modernization projects in the medium and long term on a scientific basis; stable economic growth; increasing the competitiveness of Russia, taking into account the growing uncertainty of economic relations between countries; spread of digital technologies. At the same time, it is necessary to take into account the historical world and domestic experience in the development of production processes.
