Abstract: Abstrak— Kebutuhan air bersih di kota-kota berkategori urban semakin lama semakin meningkat, sementara produktivitas air menurun disebabkan oleh berbagai alasan. Persoalan yang harus dipecahkan adalah bagaimana agar distribusi air ke tujuan berjalan secara simultan, yakni antara supply air dengan demand pelanggan ditengah minimnya anggaran biaya.
