In recent years, economic research has paid great attention to the development of the socio-cultural environment of the regions. In recent years, many countries have begun to invest more financial resources in the social and cultural problems of the country, including its regions. Identifying and considering the peculiarities of the regional socio-cultural environment will allow for the least painless integration into the global system and integration with other more developed countries. From the point of view of the theory of science, the purpose of this article is to reveal the essence of the concepts of "socio-cultural environment", the conditions and factors of its sustainable development, and to conduct a SWOT analysis to identify the strengths and weaknesses, advantages and disadvantages of the regions of the Republic of Kazakhstan from the prism of the socio-cultural environment of development. During the literature review, it was found that many research papers cover the problems of socio-cultural development of regions and countries in the areas of economics, management, social sphere, etc. In the course of the study, general scientific and special methods were used, and the course of the study was divided into four stages. The theoretical significance of this study is to generalize and expand the theory of the socio-cultural environment of the development of regions, and practical application can be reflected in use by government agencies of recommendations to improve the socio-cultural environment of the development of regions.

The effective ensure of sustainable development of regions, including the Tula region, characterized by an unfavorable demographic situation, the presence of environmental problems and stagnation of industrial production, without the use of economic and mathematical apparatus and tools for data analysis and decision-making is difficult to implement. At the same time, most decisions are made on the basis of expert assessments, and this is typical for most Russian regions. The development and implementation of modern decision-making methods based on multi-criteria optimization will increase the validity of such decisions at various levels of management, and which can be applied not only in the Tula region, but also in other regions to solve their problems. The purpose of the study is to develop and test a method for optimizing the results of the functioning of socio-ecological-economic systems on the example of the regions of the Central Federal District and the district as a whole on the basis of the author's methodology within the framework of a multi-level optimization approach. The results of the study show that due to changes in values of factors included in the optimization model of the socio-ecological-economic systems functioning, which was developed on the basis of the author's methodology. It is possible to improve the target indicators of the development of the Tula region. The presented methodology can be used for other regions, which expands the scope of its application.

The concept and methods of describing the external environment of a regional socioeconomic system from the perspective of control theory are considered. The position and relations of the external environment with other elements of the control system of the regional socio-economic system are also determined. It is shown that the external environment is set by factors that determine the linguistic composition of external influence on the object of management; the main disturbances that determine the dynamic nature of the influence; interferences. A structural-functional and mathematical model of the external environment of a regional socio-economic system is proposed which is characterized by the author’s classification of environmental factors, formalization of its main components and information flows. It is also shown that for describing disturbances of the external environment and their interferences fuzzy logic is applicable; the description of fuzzy dynamic characteristics of the external environment is provided. The general model of using measuring devices for determining the influence of the external environment on the object of control– the regional socio-economic system - is presented.
