The success of institutions is in providing good services to customers through making various and strategic decisions as quickly and accurately as possible. Expert systems are important in making strategic decisions by improving the quality of decision-making. An expert system is an information system that relies on systems based on knowledge bases. It may also contain a knowledge base in a particular field and advanced programming methods that make a computer capable of thinking, deducing, and providing advice and expertise. This research aims to improve the period of time in decision making by using multiple experts systems and decision support system. The new system is implemented in MATLAB. For analyzing the proposed system, the data is collected by the questionnaire method and distributing 70 questionnaires to managers, heads of departments, employees, and those responsible for making various decisions in the institution under study. The valid questionnaires were 63. A questionnaire and the data were analyzed using the statistical program (SPSS). Based on the obtained data, the linguistic variables were created for the time period of the data, and the skills of the decision-maker as inputs for the proposed expert system, and a stage was added to the stages of the proposed expert system to diagnose the problem and set the goal to obtain the correct strategic decision. To obtain this advantage, let’s use expert systems compared to traditional methods of decision-making

A Servidão de Passagem é uma das modalidades especiais de intervenção do Estado sobre o imóvel de propriedade particular, em função do interesse público. Dada a obrigação constitucional de indenizar os proprietários dos imóveis atingidos, a valoração passa a ser um desafio para os profissionais de avaliação patrimonial, sobretudo nos casos mais controversos de intervenções impostas ao imóvel. O objetivo deste trabalho foi apresentar um estudo desenvolvido com o emprego do método multicritério para tomada de decisão, utilizado para determinação dos coeficientes de servidão, com foco nos fatores depreciativos que podem afetar o imóvel serviente. Foram adotados os fatores depreciativos inerentes, a interferência, ao posicionamento e a limitação impostos ao imóvel serviente. Concluiu-se que o método atingiu o objetivo final de determinar o coeficiente de servidão para as várias possibilidades das condições impostas por uma servidão, dando embasamento suficiente para que o profissional da engenharia de avaliações consiga tomar sua decisão de forma isonômica, alheia a interesses particulares, minimizando o risco de tendenciosidade no processo decisório e aumentando a precisão na valoração do bem para uma justa indenização.

Abstract. The number of children day care is increasing from year to year. Children day care is categorized as service industry that help parents in caring and educate children. This type of service industry plays a substitute for the family at certain hours, usually during work hours. The common problems in this industry is related to the employee performance. Most of employees have a less understanding about the whole job. Some employees only perform a routine task, i.e. feeding, cleaning and putting the child to sleep. The role in educating children is not performed as well as possible. Therefore, the employee selection is an important process to solve a children day care problem. An effective decision support system is required to optimize the employee selection process. Adaptive neuro fuzzy inference system (ANFIS) is used to develop the decision support system for employee selection process. The data used to build the system is the historical data of employee selection process in children day care. The data shows the characteristic of job applicant that qualified and not qualified. From that data, the system can perform a learning process and give the right decision. The system is able to provide the right decision with an error of 0,00016249. It means that the decision support system that developed using ANFIS can give the right recommendation for employee selection process.
