Nowadays, China's gas pipeline network accidents are frequent, and gas accidents cause significant losses to people's lives and property safety, exposing many loopholes and shortcomings in urban safety management. Traditional social warning methods for gas safety accidents are insufficient and information dissemination is not in place, making it difficult for people in gas risk areas to obtain effective and timely warning information, often resulting in major gas explosion casualties. Home gas leaks are often more difficult to detect and dispose of, and coupled with the weak awareness of gas safety among users and their reluctance to purchase corresponding gas leak alarm devices, the safety problems faced by home gas are very serious. The paper focuses on gas safety hotspots, dovetails with national urban safety development strategies, and proposes 3 sets of system solutions through system innovation, technological innovation, and financial innovation for key and difficult issues such as gas safety monitoring, social surface warning, and user protection system construction. At the government management level, it realizes real-time and precise monitoring of gas pipeline networks. At the social early warning level, it realizes real-time systematic delivery of risk information. At the household protection level, it realizes household gas safety monitoring and the construction of a protection system. The 3 sets of solutions are hierarchical and logically progressive, forming a closed-loop working system of gas safety monitoring, early warning, management and guarantee for the whole field of government, society and family, providing a new system thinking, technology integration and operation system for the field of city gas safety.

The interaction between the physical world and information technologies creates advantages and novel emerging threats. Cyber-physical systems (CPSs) result vulnerable to cyber-related disruptive scenarios, and, for some critical systems, cyber failures may have fallouts on society and environment. Traditional risk analysis in no more sufficient to deal with these problems. New techniques are gaining increasing consensus, especially those based on systems theory. In this context, the System-Theoretic Process Analysis for Security (STPA-Sec) extends the Systems-Theoretic Accident Modelling and Processes (STAMP) model considering cyber threats, and identifying unsafe and unsecure controls throughout a cyber socio-technical system. Despite its large usage as a descriptive tool, there is still limited use of STPA-Sec in (semi-)quantitative terms. This article presents System-Theoretic Process Analysis for Security with Simulations (STPA-Sec/S), a methodological interface between STPA-Sec and quantitative resilience assessment based on simulation models. The methodology is instantiated in a demonstrative case study of a water treatment plant, and its critical CPSs which may impact both community health, and environment. Newly emerged SARS-CoV-2 virus has been identified in China since 2019 and is still progressing as a tense threat to the human health worldwide. This virus can cause an acute respiratory infection and lead to death under acute circumstances. To describe the environmental factors affecting the prevalence of the disease as well as make an appropriate health strategy, some databases were reviewed. Coronavirus is mainly transmitted by direct contact through respiratory droplets. It can also be transmitted through secondary routes such as air, close contact and contaminated surfaces. The transmission through food has not been conclusively proven, but there are concerns about the food preparation, storage, infected staffs and improper use of personal protective equipment as the source of infection. Some possible sources of transmission are the contaminated water and sewage, especially in the areas where patients have the symptoms of diarrhea and vomiting. In this study, we described the essential strategies in order to prevent the spread of COVID-19 disease. Based on the most important criteria, this study developed a prevention model and health strategy including updated training information, improvement programs, risk assessment, environmental monitoring, operational measures as well as supportive approaches and programs, which can be used step by step to reach a healthy environment, increase the compliance with protocols and, eventually, decrease the incidence of COVID-19.
