Purpose of the research. This article aims to explore the validity of economic theories of conflict in explaining the root causes of intercommunal conflicts in Kazakhstan.Methodology. Such theoretical overview and qualitative methodological approach offer a more nuanced picture and constitutes an initial step in tailoring context-specific de-escalation strategies.Originality / value of the research. Through in-depth case study of Korday clashes in 2020, it challenges scholars who have attributed the roots of intercommunal conflict to lingering Soviet legacy and language politics. This literature takes communal grievances that attribute conflict to identity politics and/or rights for granted. They concentrate on discourse and take complaints at face value. Instead, this article explores applicability of the economic theories of «greed» and «relative deprivation» in conflict contexts.Findings. By using results of our fieldwork supported by research project of the Ministry of Science and Higher Education of the Republic of Kazakhstan, we show that «greed» hypothesis explains the predatory context on the local level, while the relative deprivation theory explains the perceptions of local population. The combination of these two conditions provided fertile ground for the collective grievances and served as the primary causes of conflict.

This research will analyze the ideological policy of the political regime of Kazakhstan in the field of higher education, which was supposed to find answers to the research question: why the Kazakhstan government is promoting the expansion of higher education. Thus, through the analysis of educational documents in the higher education system, an attempt will be made to identify the motives of the political regime in promoting the expansion of higher education in Kazakhstan. The study claims that the government of Kazakhstan promotes the expansion of higher education to maintain the regime stability. The Kazakhstan government's motives for promoting the expansion of higher education are based on taking control of a large number of school graduates by admitting them to Higher education institutions. In this way, these students will be socialized into the state’s dominant ideology. Thus, the study will use the Gramscian approach, which will allow us to understand the political purpose of the Kazakh government in expanding higher education. An analysis of official state documents and curricula of higher educational institutions shows that the entire content of youth upbringing programs and compulsory academic disciplines aims to form moral and loyal citizens.

The Role of Personal and Political Values in Predicting Environmental Attitudes and Pro-environmental Behavior in Kazakhstan

Although it is widely accepted that personal values of Self-Transcendence are a positive predictor of environmentalism, and Self-Enhancement values are a negative one, these results are not conclusive for all cultural contexts. Regarding political ideologies, research concludes that liberals tend to be more concerned about the environment than conservatives. However, this two-dimensional take on political ideologies does not grasp the diversity of political views, which could be achieved by focusing on political values. In this research, we studied the role of personal and political values in predicting environmental attitudes and behavior in Kazakhstan, a developing country in Central Asia. Using an online survey (n = 305), we found that Security was a strong predictor of both environmental concern and New Environmental Paradigm (NEP), overshadowing the effect of traditionally accepted value dimensions of Self-Transcendence and Self-Enhancement. While Self-Direction positively predicted environmental concern, Universalism and Benevolence were positive predictors of NEP. Among political values, Civil Liberties predicted NEP positively, and had no significant effect on environmental concern, while Free Enterprise predicted environmental concern negatively, and had no significant effect on NEP. Environmental concern was a strong predictor of all pro-environmental behaviors included in the study (littering, recycling, environmental citizenship, and community action), fully mediating the effect of NEP. Based on personal and political values, three profiles of Kazakhstanis who engaged differently in pro-environmental behavior were identified.
