Area Resource of Historical Urban Area Actualized by Art Event

This study aims to explore the possibility of revitalizing community development through artistic activities starting with reutilization of an industrial heritage. In this research, we focus on the Kitakagaya Creative Village (KCV) project in Osaka city, which is a rare case of the community development to turn from a declined industrial area into a creative and attractive place as an independent and sustainable business. The results of this study are as follows; 1) A former shipyard has been utilized as a regional resource to create new value and authorized as an industrial heritage. 2) The primary stakeholders make efforts to expand KCV project by attracting creators, promoting regional exchange, doing public relations exercises granting artistic activities. 3)It is important for the operating-body to have the leadership and the business judgment. 4) KCV project is one of profitable business, solving the problem of vacant houses and derelict factories.

Community Development Starting With Creative Activities Around Declining Industrial Area

This study aims to clarify the succession of the community development and explore the promotion of settlement through reutilization of unoccupied houses starting with creative activities. We focus on the case of Baika Sikanjima in Osaka. It is a case of community development through the creative activities that is being processed independently without public funds. The results of this study are as follows; 1) Artists who participated in the art event settled and created their ateliers. 2) The art event which artists exhibited their works in vacant houses has been gradually changed to open their ateliers to the public. 3) It is important that there is a framework for promoting settlement that having art event, unoccupied house tour, trial living program, brokerage and renovation. 4) To realize the settle down and continue, it is also important that business for reutilization of unoccupied houses should be valid for the organizers. 5) It is necessary to consider the relationship between the artists and the local residents.

The aim of this study is to identify the role of art management by local government in art activities using public spaces. Some results show as follows:1) The art manager is required to build an organization that has a clear attitude toward support while considering the artist's motives.2) It is necessary to respond to the artist's improvisational production while maintaining the perspective of the effect of art on public spaces.3) Based on the artist's awareness of "outside the world of art", it is important to support the appreciation of works by citizens in public spaces.
