This study aims to explore the possibility of revitalizing community development through artistic activities starting with reutilization of an industrial heritage. In this research, we focus on the Kitakagaya Creative Village (KCV) project in Osaka city, which is a rare case of the community development to turn from a declined industrial area into a creative and attractive place as an independent and sustainable business. The results of this study are as follows; 1) A former shipyard has been utilized as a regional resource to create new value and authorized as an industrial heritage. 2) The primary stakeholders make efforts to expand KCV project by attracting creators, promoting regional exchange, doing public relations exercises granting artistic activities. 3)It is important for the operating-body to have the leadership and the business judgment. 4) KCV project is one of profitable business, solving the problem of vacant houses and derelict factories.
