Although Total Quality Management (TQM) has recently become the often cited "panacea" for the ails of production and service industries, until recently, little thought seems to have been given to the application of TQM to the field of education. There are many signs of incipient interest in applying TQM to campus operations. Examples include a limited number of journal articles and professional papers, promotional flyers, and a few job vacancy notices for individuals to head up TQM operations on college campuses. The application of TQM in the education sector has two dimensions: (1) design and curriculum issues and (2) operations and administration issues. The purpose of this article is to address some of the issues relating to installing and administering a TQM approach in a business school and to give specific guidelines and suggestions to operationalize a TQM program. TQM AND BUSINESS SCHOOL OPERATIONS This article focuses upon the operations or administration side of applying TQM in the education sector. The factors necessary for establishing a foundation for a TQM system, input, process, outcome assessments, and overall guidelines for implementation are explored. The old adage "practice what you preach" appears to be especially applicable to education in general and specifically to colleges of business. While it is true that university environments are certainly different in many respects from those of business and industry and that policies and programs developed for business entities are not necessarily pertinent to education, the concept of Total Quality Management is one that the education community should examine closely before dismissing it as not applicable. As noted by Dean Thomas Keller (1991, p. 32) of the Fuqua School Business at Duke: Quality programs are under way at corporations around the country, but very few educational institutions have accepted the challenge of adopting Total Quality Management (TQM) principles at their organizations. That, however, is just the path that the Fuqua School is taking: the implementation of TQM principle.
