Assessing food security using household consumption expenditure surveys (HCES): a scoping literature review

Abstract: The review demonstrated that routinely collected HCES data sets provide a useful resource for the measurement of household food security in often resource-limited LMIC. Standardisation of methods used to assess food security is needed to allow for more useful comparisons between countries, as well as to assess temporal trends.

“…Although consumption quantity and expenditure data were collected for all 4 periods, food consumption data from only the first visit were publicly released and, as a result, we are unable to examine seasonality in household food consumption. However, several studies 10,13,50 show the usefulness of food consumption data from whole household consumption expenditure surveys like the EMC for food security and nutrition analysis, despite being based on a 7-day recall period and collected at 1 point in time during the agricultural season.…”

“…While other reviews have analyzed applications of HCES data for broader food security indicators (40) , this is the first review to summarize the use of HCES data to estimate nutrient supply and evaluate adequacy, an increasingly common practice accepted by the nutrition community.…”

“…Each of these metrics has strengths and limitations when estimating the adequacy of nutrient supply and identifying vulnerable populations at risk of deficiency. While other reviews have analysed applications of HCES data for broader food security indicators (40) , this is the first review to summarise the use of HCES data to estimate nutrient supply and evaluate adequacy, an increasingly common practice accepted by the nutrition community.…”

“…National and international actors should advocate and promote strengthening and expanding nationally representative diet and nutrition surveys ( World Health Organization, 2015 ). Meanwhile, researchers could optimize the use of food consumption data collected through alternative surveys, like Household Consumption and Expenditure Surveys (HCES) ( Russell et al, 2018 ). HCES are conducted every 3–5 years in more than 125 countries, they are statistically representative at national and subnational levels and are much less costly than other dietary data sources ( Fiedler, 2013 ).…”
