This study aims to describe and analyze the paths of social media website users’ interaction with the content of government accounts during the COVID-19 pandemic. The objectives of the study are to describe the roles of government accounts as a tool to support the concept of health communication among users of social media websites and analyze the targeted and untargeted roles that have emerged in this context, describe the roles of government accounts as a tool of government communication and analyze how government institutions employed them during the COVID-19 pandemic, and describe the roles of social media websites as a tool to address the problems and challenges created by the social spacing procedures and solutions provided by these websites to deal with these challenges. This study surveys a sample of previous studies conducted on the roles of government accounts on social media websites during the COVID-19 pandemic. The tools of this study are both analytical and comparative as they analyze and compare the results of previous studies on the interaction paths of internet users. The results indicate that social media websites have been considered a pivotal tool for building a renewable and interactive system. This coincides with developments in the communication environment in which the individual is present within the social pattern, and its depth of impact has been demonstrated, particularly after the repercussions of the spread of the COVID-19 pandemic.

The paper explored the problem of income inequality in Russia in the context of the sustainable development of Russia. The research starts from the historical analysis of income inequality dynamics in Russia. Then, we discussed the problem of the inconsistency of data, comparing different sources (official data from the Rosstat database and alternative data from the World inequality database). The purpose of this research was to assess Russian specifics of income inequality and answer the question of if the income inequality in Russia is excessively high and needs extra government regulation in order to reach the trajectory of advanced sustainable development. To this end, we made intercountry comparisons and used the method of building income inequality heatmaps basing on a dataset from the World Inequality Database. Our sample includes the per-adult equivalent of household market income distribution in 27 developed and developing countries and world regions. The result of the research was that there are many countries in the world wherein the differentiation of income exceeds Russia’s. Russian income inequality is lower than the world average, but the structure of the Russian household income distribution stands out by an extreme concentration of national income in the hands of the top 1%. We supported our results via the independent data from the Credit Suisse wealth inequality report, connecting a record level of wealth inequality in Russia with its problem of top 1% income inequality. It is recommended to gradually increase marginal tax rates on the income and wealth of the top 1% and continue developing an effective progressive tax system in Russia.

Big Data is impacting and changing the way we live, and its core lies in the use of machine learning to extract valuable information from huge amounts of data. Optimization problems are a common problem in many steps of machine learning. In the face of complex optimization problems, evolutionary computation has shown advantages over traditional methods. Therefore, many researchers are working on improving the performance of algorithms for solving various optimization problems in machine learning. The equilibrium optimizer (EO) is a member of evolutionary computation and is inspired by the mass balance model in environmental engineering. Using particles and their concentrations as search agents, it simulates the process of finding equilibrium states for optimization. In this paper, we propose an improved equilibrium optimizer (IEO) based on a decreasing equilibrium pool. IEO provides more sources of information for particle updates and maintains a higher population diversity. It can discard some exploration in later stages to enhance exploitation, thus achieving a better search balance. The performance of IEO is verified using 29 benchmark functions from IEEE CEC2017, a dynamic economic dispatch problem, a spacecraft trajectory optimization problem, and an artificial neural network model training problem. In addition, the changes in population diversity and computational complexity brought by the proposed method are analyzed.
