Assessment and evaluation of contractor data against client goals using PERT approach

Abstract: A methodology for assessing and evaluating contractor data for the purpose of prequalification and bid evaluation is presented. The PERT approach is used to develop a linear model for the assessment of contractor data. The model incorporates a multiple ratings permitting the uncertainty in contractor data to be evaluated. An empirical study investigating the importance of different contractor criteria is described. A lexicographical ordering with aspiration levels and risk analysis with sensitivity methods are… Show more

“…The contractor pre-qualifi cation process involves the establishment of a standard for measuring and assessing the capabilities of potential contractors (Ng et al 1999). The information used for the assessment of parameters for prequalifi cation should fall into several groups (Hatush and Skitmore 1997). Jaselskis and Russel (1992) have identifi ed commonly used attributes for pre-qualifi cation and bid evaluation and have proposed methodologies for contractor selection.…”

“…Normally, for a lump-sum contract, a total price is considered for a specific bill of quantities, while a cost reimbursement contract can be more attractive to the owner if the quoted price is reasonably low.
