A further indication is neopatrimonialism, which refers to informal personalized rule combined with pyramidal power structures(Franke-Gawrich 2010;Heinrich 2010). In Azerbaijan's economy, institutional failures have hindered effective macroeconomic management, especially poor revenue management, which originates from SOFAZ (Mirzeyev 2007).…”
