Balancing the safeguarding of privacy and data sharing: perceptions of genomic professionals on patient genomic data ownership in Australia

Abstract: There are inherent complexities and tensions in achieving a responsible balance between safeguarding patients’ privacy and sharing genomic data for advancing health and medical science. A growing body of literature suggests establishing patient genomic data ownership, enabled by blockchain technology, as one approach for managing these priorities. We conducted an online survey, applying a mixed methods approach to collect quantitative (using scale questions) and qualitative data (using open-ended questions). W… Show more

“…Technology development is a process that involves multiple actors and institutions; decisions about risks, therefore, should arise from multi‐actor and multi‐institutional processes (Linkov et al., 2018; Renn, 2015). As these stakeholders might have different understandings of risks, a comprehensive risk analysis can only be achieved by engaging them in the process (Dalton‐Brown, 2016; Jones et al., 2014; Malakar, Lacey, Twine, McCrea, et al., 2023). Our study shows that a systematic approach to the identification and understanding of inclusion and reflection can be used to identify the full range and type of stakeholder roles in risk analysis.…”

“…Similarly, values, beliefs, and protocols need to be respected when it comes to professional communities. For example, while clinicians support patients controlling their data, they are concerned about patients “owning” data [ 15 ], likely due to these creating difficulties around data provenance and the ramifications of using compromised data for clinical decisions. Thus, any developed framework must keep all involved stakeholders in mind and allocate resources for appropriate communication.…”

“…Clinicians typically rely on pathology providers to generate reports summarizing the genomic information to inform patient care. These reports are generated by multidisciplinary teams [ 15 ], but in the remaining article, we will refer to them as “pathology providers” for simplicity. While established clinical governance and security standards provide guidance for the management, storage, and analysis of genomic data for clinical care, it often conflicts with the need for broader access and sharing of this data for research [ 15 ].…”
