Abstract: This paper examines the relationship between state policies and bank account ownership in developing countries. While existing literatures broadly support a ‘market‐enabling’ approach, consisting of limited direct state intervention and proportionate regulation, statistical analyses frequently rely on problematic measurement techniques.
