Small local communities have certain resources that they must strategically manage, especially in unpredictable energy changes at the global level. Natural resources are limited, and they can have the greatest value if they are used in a sustainable way, so that the environment, human health and available resources are used in the state and local environment. This paper presents the empirical results of research conducted in Serbia, especially in the municipalities of Bujanovac, Vranje and Medveđa. Most of the respondents who answered have the Internet and use a computer or a mobile phone, and the expectation is that they would replace the heating elements with some of the renewable energy sources. The respondents expressed their views that for the transition from fossil fuels to Renewable Energy Sources (RES), the help of the state or the EU is necessary, so that the participation of citizens would be more acceptable.
