Barriers towards Open Government Data Value Co‐Creation: An empirical investigation

Abstract: Whilst extant literature on Open Government Data (OGD) focuses upon value creation and innovation, there is scant emphasis upon the Value Co‐Creation (VCC) that might result with the engagement of the public sector agencies and the users at large. The present study seeks to appreciate the barriers towards OGD VCC by adopting a qualitative research methodology wherein interviews are being conducted with key personnel manning the OGD initiatives in Brazil. Impediments veering around VCC may be counted the intern… Show more

“…The range of domains covered by the OGD is broad covering space, agriculture, economy, law, environment, transport, education and the like (Ubaldi, 2013) and innovation thereby refurbishing the products and services on a standalone or a collaborative basis. As such, VCC occurs when users assume an active and collaborative role and co‐create value with creators/suppliers throughout relational exchanges, engaging in the entire service value chain (Prahalad & Ramaswamy, 2004; Wiedenhoft et al, 2023; Yi & Gong, 2013). Therefore, on the one hand, the professionals and citizens are able to draw inferences post‐analysis of the OGD via statistical measures, it is also feasible for the stakeholders to collaborate with each other‐the so‐called OGD VCC process (Casiano Flores et al, 2022), and, the reverse is called OGD VCD should there be opposite or uncalled for outcomes from the collaborative pursuits (Haustein & Lorson, 2023).…”

“…VCD is related to the failure of VCC. It occurs due to insufficient resources, malfunctioning technologies, behavioral conflicts, among others (Surachartkumtonkun et al, 2015; Wiedenhoft et al, 2023). OGD VCD may also be attributed to the failure on the part of the government agencies and those heading and managing the OGD initiative because without a sustained mission‐oriented leadership, OGD initiatives as also the rudimentary and ill‐developed VCC pursuits are likely to fall apart.…”
