Modular integrated construction (MiC) has recently been promoted by the advanced countries as an effective solution to 1) enable fast construction, 2) enhance the diminishing construction productivity, and 3) support sustainable development. In response to the COVID-19 pandemic, the completion of a MiC-based 1000-bed hospital in Wuhan, China, in less than a month, has made the world, especially sophisticated economies, 'talking' about this new technology. However, MiC is an ultra-modern technology that has both its merits and demerits; balancing out between them to maximize the opportunities that MiC has to offer needs insightful decision-making from higher authorities. Therefore, there is a vital need to understand and analyze the two contrasting but related matters, 'benefits and challenges of MiC' to help decision-makers in formulating better strategies based on informed choices. Past studies on MiC reported benefits in terms of time, cost, quality, safety, and environmental and social impacts, however, lack a holistic synthesis of MiC benefits by considering data from both the literature and real case studies. Whereas, the assessment methodologies used to prioritize MiC challenges did not consider the hierarchical nature of these challenges and their relative importance, which in turn impact the prioritization accuracy. This study contributed to bridging these gaps. Firstly, MiC benefits have been extensively explored by adopting a mixed research approach integrating literature synthesis, structured discussions, and real case studies. Then, a list of challenges was explored through literature synthesis and further validated and shortlisted through the first set of interviews from MiC experts. The second set of interviews was aimed mainly at evaluating the performance of MiC and providing recommendations for improvement from the international perspective. The interviews revealed that MiC should be treated as a long-term strategy and would not necessarily be a cheaper option in the short run, however, it would be a revolution in terms of time, quality, sustainability, safety, and life-cycle costs. Following the interviews, a questionnaire survey was conducted to prioritize the challenges using the multi-attribute group decisionmaking (MAGDM) approach, namely, Analytical Hierarchy Process (AHP), considering the hierarchical nature of challenges and their relative importance. The 'road network capacity' was found to be the most critical challenge. Finally, case studies were further carried out to reveal the measures that were adopted to mitigate the challenges in three international MiC projects. This research provides an interesting insight into the positive and negative aspects of using MiC for interested governments and construction stakeholders. It is anticipated that the benefits shall outweigh the drawbacks in the long run. The failure of water pipes in Water Distribution Networks (WDNs) is associated with environmental, economic, and social consequences. It is essential to mitigate these failures by analyzing the historical data of WDNs. The extant literature regarding water pipe failure analysis is limited by the absence of a systematic selection of significant factors influencing water pipe failure and eliminating the bias associated with the frequency distribution of the historical data. Hence, this study presents a new framework to address the existing limitations. The framework consists of two algorithms for categorical and numerical factors influencing pipe failure. The algorithms are employed to check the relevance between the pipe’s failure and frequency distributions in order to select the most significant factors. The framework is applied to Hong Kong WDN, selecting 10 out of 21 as significant factors influencing water pipe failure. The likelihood feature method and Bayes’ theorem are applied to estimate failure probability due to the pipe materials and the factors. The results indicate that galvanized iron and polyethylene pipes are the most susceptible to failure in the WDN. The proposed framework enables decision-makers in the water infrastructure industry to effectively prioritize their networks’ most significant failure factors and allocate resources accordingly.

The Repair, Maintenance, Minor Alteration, and Addition (RMAA) sector accounted for 50% of all fatalities in the Hong Kong construction industry in 2016. In spite of the different policies launched in recent years, the casualty rate has held constant, raising doubts over the effectiveness of current measures for improving safety performance in RMAA works. Against this backdrop, this study is aimed at identifying and evaluating the 1) effectiveness of prevailing policies; 2) potential difficulties in improving safety performance in Hong Kong; and 3) best ways to improve the safety performance of RMAA. Following an extensive literature review, 15 existing policies and 10 common difficulties are established. Based on the solicitation of experts having rich experience in the area of RMAA, the analytical hierarchy process (AHP) is employed to prioritize the identified policies and Likert-scale-based survey to establish the relative importance of the identified difficulties. The 'award of encouragement' is found to be the most effective policy category, whereas the 'lack of self-regulation of workers' appeared as the most significant hurdle.In order to further validate the results obtained from the study, a number of interviews using highly experienced professionals were conducted. It is recommended that strategies such as registration of RMAA workers, intensifying monitoring and enforcement, and provision of loan services for safety can overcome the difficulties. The hindsight provided from this study can pave the way for the concerned parties towards improving the occupational safety and health (OSH) of such projects by improving the effective policies concurrently with improving the status quo of critical hampering.
