Universities continue to play a key role in the development of a country. As university income streams shift away from government and as the income from admissions decline under the sub-replacement fertility phenomenon, the efficiency of resource utilization has become an important issue for university administrators. This paper applies data envelopment analysis (DEA) and the concept of an assurance region to evaluate the relative efficiency (including aggregate, technical, and scale efficiencies) of academic departments at National Chung Cheng University in Taiwan. The input factors considered are personnel (expressed in the number of faculty-equivalent persons), operating expenses, and floor area, and the output factors are teaching (expressed in total credit hours), publications (expressed in the number of papers), and external grants. Notably, teaching quality is included by considering the classroom capacity in calculating credit hours, and publication quality is included by considering the author contribution to calculate the single-author-equivalent numbers of papers. In addition, a cluster analysis based on the efficiency decomposition to the contributions of the three outputs is applied to classify the departments into three groups. The results of this paper not only provide the department head with the relative efficiency and improvement directions for the department but also serve as a reference for resource allocation and future strategy development for the university administration.

The development in both quantity and quality of the system of private universities over the past time has created great opportunities for people to study and improve their qualifications and working skills. It is also challenging for educational managers to find the right university development strategy in today's competitive environment. Therefore, evaluating the effectiveness of using private universities resource to analyze training performance is considered one of the issues. In this study, the Entropy method is used to determine the weight of the criteria. Then the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) is used to determine the ranking order of the private universities. Next, Spearman's rank correlation coefficient was applied to evaluate the correlation between rank-ordered variables over the 2 years of analysis selection. Finally, ANOVA was used to compare the criteria between groups of universities. The combination of methods contributes to creating an objective environment in assessing the performance of each university. Thereby, universities can see the important criteria to pay attention to, creating a premise for universities to establish strategies for development and competition. At the same time, educational leaders have the right perspective in choosing key universities to invest in finance and facilities.

The Indian education sector is booming with increasing number of students enrolling for various educational courses for acquiring higher education. The competition for lucrative jobs adds to the pressure on students to perform in competitive exams for higher education and other skill development courses.Query As a result, students turn to Private Coaching Classes also called Shadow Education and Private Supplementary Tutoring for additional help. Equally competitive environment exists for shadow or coaching institutes. They too face demanding customers which exerts a lot of pressure on them to achieve academic excellence. In this study, quality management perspective was applied to institutional practices along with Interpretive Structural Model methodology and MICMAC technique for developing a framework to enhance students’ learning and academic performance in shadow institutes for higher education. Attempt has been made to construct a hierarchical structural model for decision making which takes into account all strategic issues and their interrelationships encountered by shadow institutions. This model or structure if implemented can also help shadow institutes to achieve sustained growth in a highly competitive and dynamic environment.
