The paper offers a critical analysis of the 'Faith-Based and Community Initiatives' established by the Bush administration in 2001 and expanded under the Obama administration. After situating the programme in the context of the welfare reform of 1996 and the 'new paternalism' (Lawrence Mead) built into it, the paper proceeds to introduce and discuss Michel Foucault's concept of 'pastoral power' as it is developed in his lectures on the history of governmentality. Using this concept as a critical heuristic device the paper analyses and problematizes the relations of care and concomitant processes of subjectification prevalent in faith-based organizations and, particularly, their mentoring programmes. In a final step, the paper argues that these relations of care can be interpreted as a departure from or at least a partial transformation of neoliberalism that produces not only new subjectivities but also novel forms of governing that combine the activating rhetoric of neoliberalism with religious (spiritual transformation) and illiberal (supervisory intervention) elements.

Zusammenfassung Im Beitrag werden auf der Grundlage eines biografisch-narrativen Interviews mit einem Asylbewerber und ethnografischen Protokollen aus der Beratung junger Geflüchteter in Vorbereitung ihres Interviews beim Bundesamt für Migration und Flüchtlinge (BAMF) die Widersprüchlichkeiten und Begrenzungen sowohl der Lebenssituation der Adressat*innen als auch der Unterstützungssettings diskutiert. Es zeigt sich, dass in den sozialpädagogischen Interaktionen kontinuierlich der Balanceakt zwischen der Reproduktion machtvoller Diskurse und deren widerständiger Bearbeitung bewältigt werden muss. Vor diesem Hintergrund wird die Frage nach den Möglichkeiten und der Kontur eines sozialpädagogischen Verstehens aufgeworfen. Dabei wird in kritischer Reflexion ihrer nationalstaatlichen Begrenzungen und entsprechenden, durch die postkoloniale Theorie inspirierten Erweiterungen an ältere Theorielinien der Sozialen Arbeit angeknüpft.

This chapter introduces the nine case studies, the common question framework used and the different methodologies adopted. The aim of the case studies is to examine the tran of disadvantaged young people from compulsory school to further education, from education/vocational training to the labour market and from being unemployed/sitions outside the labour market into employment. They also look at examples of education and employability programmes that may support young people in these transitions in order help us understand the trajectories from school to work from a capability approach.Additional co-authors: Bettina Haidinger, Ruth Kasper, Jan Düker, Thomas Ley, Gunilla Bergströ
