Beyond political will: unpacking the drivers of (non) health reforms in sub-Saharan Africa

Abstract: BackgroundLack of political will is frequently invoked as a rhetorical tool to explain the gap between commitment and action for health reforms in sub-Saharan Africa (SSA).
