A simplified and sometimes vulgar understanding of the role of scientometrics in the management of science makes it necessary to better understand its essential characteristics. In this paper, scientometrics is considered in interrelations with bibliometrics and informetrics that are the fields of knowledge closest to it. In relation to the three mentioned “metrics”, this part discusses the representation of their methods. Consideration of the methodological “arsenal” of the three “metrics” made us possible to come to the conclusion that there are no such specific methods in any of them, the presence of which would be a distinctive feature of exactly and exclusively this “metrics”. The opinion is expressed that the high prevalenceof some methodological component in any of the “metrics”, the use of general scientific methods in them and the use of econometrics and sociometrics techniques in scientometric research cannot be treated as distinguishing features of this or that “metrics”, as the principle of delimitation of one “metrics” from another. As it follows from the very term “metrics”, the methods of bibliometrics, scientometrics and informetrics are methods of quantitative research. The emergence of new “metrics” methods was characteristic of the entire twentieth century, and, of course, there is no reason to believe that the list of these methods known today is final, complete.

Brutto Assessment of the Early Stage of Research Activity

Indices are widely included in the tools of modern scientometrics. However, there is no reliable numerical criterion for distinguishing between the assessment of the level of various candidate or PhD dissertations, despite the huge differences, sometimes hundreds times, in impact indicators of journals in which work of different doctorates is published. The article discusses brutto evaluation at an early stage of research activity in a wider discourse using the example of a simple scientometric index of publications, ab-index. Case of its calculation, analysis of its features, role in stimulating and ensuring coverage, connection with research impact, comparison with Hirsch index, and recommendations for its use are given. We provide facts, data, reasons, invite to discussion, and illustrate that some indexes have a useful advisory function only if their status is indicated, their scope of applicability is delicately outlined, their place in the overall structure and processes is indicated, discrimination based on one or another index value is eliminated, and appropriate compensatory or transformational measures are deployed to development of scientific and technological ecosystem, instead ofengaging in the production of more indicators, characterized as a mechanism for suppressing knowledge, technologies, and competencies.

Features and Problems of Developing a University Scientometric Policy

The subject of research in this article is the regularities of the process of developing the scientometric policy of the university and the methodology for assessing its effectiveness. In the course of the study, it was found that in order to increase the efficiency of organizing and conducting scientific research in universities, it is necessary to have a certain scientometric policy of the university, which is a set of actions and decisions aimed at determining certain quantitative scientometric indicators both for the organization as a whole and for individual employees of the organization: how many publications should be published on behalf of the organization per year, in which publications certain articles should be published, what should be the average impact factor of the journal, where certain articles and other scientific publications should be published, how many publications are needed, how many should to be cited or what should be the Hirsch index for occupying a particular position in a scientific organization or an educational organization of higher education, what are the necessary resources to achieve the goals, what factors will contribute to the achievement of the goals and objectives of the scientometric field and which ones will hinder this and how to neutralize the hindering factors. It seems that the presence of such a scientometric policy is one of the most important conditions for increasing the efficiency of scientific research in universities. The paper also analyzed the factors influencing the effectiveness of scientometric policy in educational institutions of higher education. Ways to improve the effectiveness of scientometric policy in universities are proposed, which include the following areas: a) the availability of a specialized course dedicated to the specifics of scientific research; b) the university has a unified scientometric policy; c) overcoming myths and stereotypes in the field of scientific research and publication of their results
