Brazil's LGBTQ public policy: A Potemkin policy?

Abstract: Although there are many frameworks of policy change analysis, little attention has been paid to policy manipulation, especially policies related to the community of lesbians, gays, bisexuals, transgender, and queer (LGBTQ).
