A comprehensive highway cost model can be used for optimizing highway alignments subject to a number of design constraints. Because a geographic information system (GIS) can spatially represent the locations of properties, floodplains, streams, and other geographical characteristics of significance in a highway cost model, it can provide valuable input to a highway design optimization model. Additionally, a GIS-based model can be developed to compute geographically sensitive costs to be used with an iterative optimization scheme. However, connecting a GIS to a highway optimization model requires full automation of an entire search process in which there is a continuous exchange of inputs and outputs until the optimized solution is obtained. An integrated model is developed by linking a GIS model with an optimization model employing genetic algorithms (GAs). The GIS model provides accurate geographical features, computes location-dependent costs, and transmits these costs to an external program. That program computes length-dependent costs and user costs and then, using GAs, optimizes the highway alignment to minimize the sum of all costs. An example study using real land use and environmental features is presented for a part of Talbot County, Maryland. The computational performance of the integrated model is assessed.

Building transportation infrastructure requires careful planning and design with due consideration to land and environmental impacts. Imprecise assessments of detailed design requirements, and land and environmental impacts lead to frequent scope changes of transportation infrastructure improvement projects. Computer visualization (CV) and geographic information systems (GIS) can greatly assist in understanding the detailed design requirements as well as land and environmental impacts. However, the application of CV is quite limited in transportation primarily because of the limited knowledge of its benefits over cost. This study investigates the feasibility of CV in modeling highway improvement sections. Two potential benefits are realized through the proposed modeling: (1) better representation of future improvements resulting in enhanced public and political support and (2) early identification of adverse environmental and land impacts as well as detail design requirements resulting in fewer scope changes. A fuzzy logic-based general approach is proposed to calculate the expected benefits of CV. A computer code called the Projection Option Processor (POP) is developed in Microstation's BASIClanguage to automate repetitive tasks in the visualization procedure. Two real highway projects from Maryland are visualized and the benefits and costs of the visualization are estimated using the proposed fuzzy logic-based approach. The results indicate that using POP is costeffective resulting in higher benefit-cost ratios (B/C). Increasing the number of views, alternatives, and reevaluations for visualization may increase the total visualization cost significantly.

At the early stage of bridge design, many factors are considered before determining the bridge's geometrical alignment and length of spans, which have great influence on the construction method and costs. Traditionally, the alignment and spans are determined based on the design engineer's experience. However, the resulting design, though feasible, may not necessarily be the most economical, due to the nature of the numerous possible combinations of span lengths. This paper presents an integrated, automatic system (Automatic Bridge Planning System, ABPS) for preliminary bridge design. In ABPS, relevant site data, such as hydrological and geological conditions, as well as existing obstacles, are computerized into an objectoriented environment. In addition, code requirements for bridge design, common bridge construction methods, and expertise elicited from experts, are represented as various knowledge bases. The input to the system is a set of start/end positions of the bridge marked by the designer on a Geographical Information System (GIS) map on the computer screen. The output of the system is a set of the most feasible solutions that not only meet the site conditions and code requirements, but also bear minimum construction costs. The output solution consists of geometrical alignment and span lengths, structural units, and major beam sizes, which can serve as basic criteria for the detailed design of the bridge.
