Purpose The purpose of this paper is to dismantle the complex issue of “use of accounting information (AI)” by pointing to different groups of information users, diverging interests and needs of these user groups and various influential factors on the usability and the actual use of AI. Design/methodology/approach This paper includes a literature review and conceptual reflections. Findings The review of recently published articles on the issue of “use of accounting information” presents an actual picture of the academic debate on purposes of use, user types, needs of various user groups and factors influencing the usability and the actual use of AI. The subsequent conceptual reflections deal with so far less regarded user groups, with options to strengthen the user perspective in budgeting and financial reporting, with approaches for engaging users in the content of accounting documents, with interrelations between user needs, usability and use intensity, including various antecedents of the different variables of the information-use issue. Research limitations/implications This paper presents promising routes for future research. Practical implications The paper emphasizes the importance of paying more attention to the specific information needs and the motivations of various stakeholder groups generally interested in using financial information. Originality/value The paper presents results of reviewing recent literature on the issue of “use of accounting information” and provides some insight into specific aspects of this issue.

Politieke besluitvorming en financiële argumentatie over een omstreden projectJan van Helden MANAGEMENT ACCOUNTING SAMENVATTING Dit artikel gaat over de politieke besluitvorming, inclusief financiële argumentatie, over Groninger Forum. Dat is een omstreden project voor cultuur en debat in de Groningse binnenstad, waarvan de investering wordt gesubsidieerd door gemeente en provincie Groningen. Het gebruik van financiële informatie in de Gemeenteraad en Provinciale Staten is minder dan men zou denken bij een omstreden project als Forum. Dit komt omdat de provincie de financiële exploitatie van het project ziet als een gemeentelijke aangelegenheid en de gemeente weinig ruimte laat voor discussie en standpuntverandering vanwege het sterke commitment van een raadsmeerderheid aan het project. Tegenstanders en voorstanders van Forum gebruiken financiële overwegingen op een politieke manier, om hun voor-of afkeur kracht bij te zetten, terwijl neutraal oordelende partijen een rationeel gebruik van financiële informatie laten zien. Sterk zijn deze indicaties echter niet. Vaak bewijzen politieke partijen slechts lippendienst aan financiële argumenten. RELEVANTIE VOOR DE PRAKTIJKDeskundige en kritische volksvertegenwoordigers, die zich niet sterk gebonden achten door partijdiscipline, moeten tegenwicht bieden aan ambitieuze dagelijkse bestuurders bij de besluitvorming over complexe projecten.".....what they (politicians) do not do is pick up performance reports, read them carefully and set out directly to apply their findings to the reformulation of policy or the better management of programmes. This kind of direct instrumental use evidently happens rarely…. The reports are there and can be picked up in those (hopefully rare) cases where there seems to have gone something wrong.."
