With the Clean Energy for all Europeans legislative package, the European Union (EU) aimed to put consumers “at the heart” of EU energy policy. The recast of the Renewable Energy Directive (RED II) acknowledged the importance of energy communities for the energy transition and introduced new provisions for renewable energy communities (RECs), empowering them to participate in the energy market. This article analyses the progress of transposing and implementing key provisions of the RED II that apply to RECs in nine European countries and focuses on timeliness and completeness of transposition. It comprises both a qualitative and quantitative assessment covering (1) the definition, rights, and market activities of RECs; (2) key elements of enabling frameworks; and (3) consideration of REC specificities in support schemes for renewable energy. The analysis shows considerable variation in transposition performance between the analysed countries. The authors investigate the reasons for this variation and relate them to findings of European implementation and compliance research. Key factors identified include actor-related and capacity-related factors, institutional fit, and characteristics of the RED II itself. Future research in this field needs multi-faceted avenues and should pay particular attention to the influence of national governments and incumbents, not only in the transposition process, but already in upstream policy formulation at the European level.

Participatory project planning is a collaborative approach that involves stakeholders in the design and decision-making process of donor-funded projects. It ensures that the perspectives and needs of the beneficiaries are taken into account, leading to more effective and sustainable outcomes. By engaging stakeholders from the outset, participatory project planning promotes transparency, accountability, and ownership among all parties involved. This inclusive approach enhances project performance by fostering a sense of shared responsibility, increasing local knowledge and expertise, and promoting effective communication and coordination. It enables donors to achieve their development objectives while empowering local communities and building their capacity for long-term success. Research discovered that participatory project planning in Khulna significantly enhances community engagement and participation. Participatory project planning in Khulna leads to the development of projects that are more relevant and effective. By incorporating the perspectives and knowledge of local stakeholders, these projects are better aligned with the local context and are more likely to achieve their desired outcomes. The study concluded that participatory approach ensures that all stakeholders, including community members, local authorities, NGOs, and donors, have a voice in the decision-making process. Effective project performance management, including monitoring, evaluation, and learning, is critical for the success of donor-funded projects. The study recommended that there should be emphasis on capacity-building initiatives in order to enhance the skills, knowledge, and participation of the local community. Establish mechanisms for sharing best practices, lessons learned, and successful project outcomes among stakeholders. Encourage regular learning and reflection sessions to identify innovative approaches, challenges, and solutions. Regularly report on project performance to ensure transparency and strengthen accountability to the local community, donors, and other stakeholders.

Renewable Energy Communities (REC) can play a crucial role in enhancing citizen participation in the energy transition. Current European Union legislation enshrines energy communities and mandates Member States to encourage these organizations, promoting adequate conditions for their establishment. Nevertheless, uptake has been slow, and more research is needed to optimize the associated energy sharing. Using a Portuguese case study (REC Telheiras, Lisbon), this research aims to match local generation through four photovoltaic systems (totalizing 156.5 kWp of installed capacity) with household electricity consumption while cross evaluating the Portuguese legislation for energy sharing. The latter aim compares two scenarios: (a) current legislation (generated energy must be locally self-consumed before shared) and (b) equal share for members with a fixed coefficient. The evaluation is performed according to two indexes of self-consumption (SCI) and self-sufficiency (SSI), related to the simulation of four photovoltaic systems in public buildings, their associated consumption profiles, and an average household consumption profile of community members. The results show that, while maximizing self-consumption for the same values of generation and consumption, the number of participants is considerably lower for Scenario A (SCI = 100% is achieved with at least 491 residential members in Scenario A and 583 in Scenario B), implying that legislative changes enabling energy communities to better tailor sharing schemes may be necessary for them to become more attractive. The methods and results of this research can also be applied to other types of facilities, e.g., industrial and commercial consumers, if they are members of a REC and have smart meters in their installations.
