Building adaptive capacity in South East Queensland, Australia

Abstract: The effectiveness of various adaptation options is dependent on the capacity to plan, design and implement them. Understanding the determinants of adaptive capacity is, therefore, crucial for effective responses to climate change. This paper offers an assessment of adaptive capacity across a range of sectors in South East Queensland, Australia. The paper has four parts, including (1) an overview of adaptive capacity, in particular as a learning process; (2) a description of the various methods used to determin… Show more

“…2). These indicators were correlated with the ability to adapt to natural hazards as well as the vulnerability of a community or country (Adger et al 2005;Smit and Wandel 2006;Das and Vincent 2009;Keys et al 2014). There is growing consensus that the quality of the ecosystem has a significant effect on the ability to cope with and adapt to natural hazards or adverse shocks (Adger 2000(Adger , 2006Adger et al 2005;Smit and Wandel 2006).…”

“…However, adapting effectively requires an understanding of how such options are enacted by different groups of actors in the system, responding to different stimuli, with different adaptation needs and capacities (see Keys et al 2013); and how these interactions impact on the system as a whole. For example, end-users are more concerned about amenity from electricity (e.g., thermal comfort) than the problem of peak demand.…”

“…Stakeholder engagement is important for planning and implementation (e.g. Schmidt et al 2012), and our project's stakeholder interactions are described elsewhere (Serrao-Neumann et al 2013;Keys et al 2013). For the exercise detailed above, we note that similar discussions undertaken with government managers or other stakeholders will have generated a different set of narratives.…”
