Two decades of New Public Management have placed agencifiction high on the agenda of administrative policy-makers. However, agencification (and deagencification) has been one of the enduring themes of public administration. Agencies organized at arm's length from ministerial departments have fairly often been located outside of the capital or political centre. Although practitioners tend to assign some weight to central versus peripheral location as regards politicaladministrative behavior, this relationship has been almost totally ignored by scholars in the field. In this paper, based on a large-N elite survey, we show that agency autonomy, agency influence and inter-institutional coordination seem to be relatively unaffected by agency site. This study also specifies some conditions under which this finding is valid.

Governing at the frontier of the European commission: The case of seconded national officials

Studies of executive institutions have largely dealt separately with national and international executive institutions (IEIs). This study unpacks and repacks four conflicting decision-making dynamics that unfolds at the frontier of IEIs -that is, at the institutional rim where national and international executive institutions meet, interact and collide. The empirical laboratory utilised is seconded national experts in the European Commission. The survey and interview data presented demonstrates that the decision-making behaviour of seconded national experts includes a mix of departmental (portfolio), epistemic (expert) and supranational behaviour. The suspicion early voiced by Coombes (1970) that seconded national experts to the European Commission are highly conscious of their national background and that they represent domestic Trojan horses into the European Commission is severally challenged by this study. Arguably, the decision-making dynamics observed at the frontier of the Commission seem less affected by the member-state administrations and the international organisation in which the Commission is embedded, and strongly by organisational characteristics of the Commission itself.

Public reporting burden tor this collection ot intormation is estimated to average 1 hour per response, including the time tor reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and completing and reviewing the collection of information. however, has been conducted on the importance of colors, textures, and objects in virtual spaces. Specifically, the effect that these objects and elements might have on one's susceptibility to social influence in a virtual space has not been investigated. A mechanism is proposed that leads to the hypothesis that as colors, textures, and objects are added to virtual space, then occupants or observers of that space become more likely to be influenced by other people in that space. While the participants who observed virtual spaces with colors, textures, and objects were more likely to be influenced than participants who observed the same spaces without colors, textures, and objects, the social influence measure was not significantly different across condition. An interesting finding, however, is that more influence occurred across all conditions than would have been expected in a face-to-face setting, as opposed to a computer-mediated setting. More research is warranted to understand how social psychological processes operate in computer-mediated settings and, more specifically, in virtual space.
