Calibrating Police Activity Across Hot Spot and Non-Hot Spot Areas

Abstract: Maximizing crime prevention through large-scale implementation of hot spot policing requires a more refined understanding of how to calibrate police activity across high and low-risk areas. This study investigates these issues based on the experience of a large urban police agency that substantially reduced proactive activities across a large area due to resource cutbacks while also shifting a larger share of its declining proactive work into prioritized micro hot spots. Time series models were used to estimat… Show more

“…14 According to the "hot spot policing" theory, police officers and security personnel stationed in hospitals should increase the frequency of patrols and prolong the duration of stay at the sites of the high incidence of injury events. This concept was supported by the studies by Koper et al 15 and Wu et al 16 For example, patrolling can be intensified in the hospital at 10 a.m., 2 p.m., and 8 p.m., and the patrol frequency can be increased in the emergency department at night to prevent and reduce injury events.…”

“…This study highlights a notable knowledge gap concerning the efficacy of hot spot policing in directly addressing and mitigating property crime hotspots. Despite the abundance of literature on crime prevention strategies, a focused examination in this realm remains sparse (e.g., Braga, 2003;Braga et al, 2014Braga et al, , 2019Duru & Akbas, 2021;Koper et al, 2021;B. “…These findings indicate that police organizations purport to be willing and able to pivot with ever-changing demands of the pandemic era. The pandemic may therefore offer an opportunity for police policymakers to consider innovations such as problem-oriented policing, directed patrol and foot patrol as costeffective means for addressing crime that also improve police legitimacy and/or perceptions of procedural justice (Groff et al, 2015;Koper et al, 2013;Koper et al, 2021;Lazzati and Menichini, 2016;Ratcliffe et al, 2011;Rosenfield et al, 2014;Sherman and Weisburd, 1995). Such sciencebased strategies would allow agencies to identify crime or disorder problems within their jurisdictions and better target limited resources.…”
