This paper discusses the issue of choice as it applies to long-term unemployed and vulnerable individuals. It argues that the combination of poor employment opportunities, requirements, compulsions and sanctions has not merely reduced available choice for individuals with multiple barriers to re-/join the labour market but has also resulted in curtailed decision-making abilities when it comes to their pathways into employment. The outcomes can include protective resistance as a response to the extent of regulation, which may undermine engagement in job search and related activities. Despite attempts by benevolent staff in a charity to provide support and enhance capabilities that result in the overcoming of protective resistance, they operate within a broader institutional framework of choice as set by government policy. The end result is compulsion, not choice.

Vanhuspalvelut ja valinnanvapaus -johtavien viranomaisten näkemyksiä palvelusetelistäOlli Karsio 1 Lina Van Aerschot 1 Yhteiskuntatieteiden tiedekunta, Tampereen yliopistoPalveluseteli on yksi vanhuspalveluiden markkinoistamisen väline. Kunnat saavat päättää sen käyttöönotosta ja käytön ehdoista lain sallimissa rajoissa melko vapaasti. Tämä on johtanut siihen, että kunnissa on hyvin erilaisia ratkaisuja ja lähestymis-tapoja palvelusetelin käyttöön. Palveluseteli voidaan ottaa käyttöön vain yhdessä tai lukuisissa palveluissa, sitä voidaan tarjota kaikille tiettyyn palveluun oikeutetuille tai erilaisin perustein vain joillekin heistä. Tässä artikkelissa tarkastellaan paikallisten johtavien viranomaisten haastattelujen perusteella, millaiseksi vanhuspalvelujen järjestämisen välineeksi palveluseteli kunnissa ymmärretään sekä minkälaisin perusteluin ja tavoittein palveluseteleitä on otettu käyttöön. Tutkimuksemme perusteella kunnissa käytetään palveluseteliä asiakkaiden ja palveluntuotannon ohjailun sekä kustannussäästöjen välineenä. Paikalliset markkinat ovat olennainen tekijä, sillä ilman toimivia markkinoita palveluseteli ei tarjoa todellisia valinnan mahdol lisuuksia. Palvelusetelin mahdollistamaa valinnanvapautta pohditaan asiakkaan kannalta eri tavoin. Joissakin kunnissa huonokuntoisimpien vanhusten ei ajatella kykenevän valintoihin. Asiakkaan toimintakyvyn ja kunnon lisäksi palveluseteleitä voidaan kohdentaa maksukyvyn perusteella vain hyvätuloisille. Vaihtoehtoisesti palvelusetelistä voidaan tehdä tulosidonnainen, jolloin yksityisten palvelujen käyttö on aidosti mahdollista myös pienituloisille. JohdantoSosiaali-ja terveyspalvelujen uudistamisessa on viime vuosina korostettu valinnanvapautta. Sen lisääminen on yksi meneillään olevan SOTE-uudistuksen keskeisimpiä tavoitteita. Choice, consumerism and devolution: growing old in the welfare state(s) of Scotland, Wales and England

The introduction of choice and consumer mechanisms in public services has been identified as a fundamental shift in welfare service provision internationally. Within the United Kingdom (UK), such mechanisms developed and integrated into English services have not been replicated in their entirety in Scotland and Wales. For the first time since the inception of the UK welfare state, there are now formal differences in entitlement for older people as a result of devolution. This paper uses comparative policy analysis to review a range of sources not hitherto brought together in order to explore how these concurrent developments -choice and devolution -impact on people over state retirement age. We also consider the extent to which a more consumerist approach to public services might redress or increase later-life inequalities. Drawing on theoretical research and policy evidence, we argue that for many people over state retirement age, the prospect of becoming a consumer in these varied contexts is difficult and unwelcome. We suggest that although it is too early in the devolutionary process for any significant impact of these divergent policies to materialise, continued policy divergence will lead to different experiences and outcomes for older people in Scotland, Wales and England. We conclude that these divergent social policies offer significant research opportunities, particularly concerning their impact on later-life inequalities.
