Abstract

The Policy Research Working Paper Series disseminates the findings of work in progress to encourage the exchange of ideas about development issues. An objective of the series is to get the findings out quickly, even if the presentations are less than fully polished. The papers carry the names of the authors and should be cited accordingly. Cash-Plus Programming in Protracted Crises: A Review of Programmes in Contexts of Overlapping Conflict, Forced Displacement and Climate-Related Shocks

“…Roelen et al (2017) specify investment in high-quality supply-side services and support as a key criterion for cash-plus programming success. However, in protracted crises, these services and support are often missing, have been destroyed because of conflict (Jeong and Trako 2022), or are unavailable due to security constraints or legal obstacles, such as the status of displaced people. Finally, this study supports the call for more research and evaluation to build an evidence base on cash-plus impacts and outcomes in protracted crises.…”
