Purpose Village-owned enterprises, in this study called Badan Usaha Milik Desa (BUMDes), are rural communities economic empowerment program developed by the Indonesian Government to encourage the growth of rural entrepreneurship by using the potential of locally owned resources. However, the implementation and effect of the BUMDes program are questionable. Thus, this study aims to investigate the role of BUMDes in encouraging rural entrepreneurship and strengthening rural economic development. In addition, this study also explores challenges in implementing the BUMDes program. Design/methodology/approach This study uses a qualitative method with a case study approach. Data were obtained through in-depth interviews using purposive sampling techniques to key people in management at five BUMDes in Garut Regency, West Java, Indonesia, which have successfully implemented the BUMDes program. Findings The findings of this study indicate that BUMDes are proven to encourage rural entrepreneurship with the dimensions of exploration and empowerment, capacity building and the support and involvement of all stakeholders. BUMDes were established in accordance with government policies based on the village discussion process as the culture of the Indonesian people by involving elements of the village government, associations and the community. However, the challenges in implementing BUMDes are still faced by managers including implementation and regulatory mismatches, lack of qualified human resources and lack of synergy between the village government and BUMDes. Research limitations/implications In this study, the development of a local economic empowerment program as a driver of rural entrepreneurship is carried out in the Indonesian context. In addition, based on the unique nature of case studies, making this study can only be implemented in cases that have similar characteristics. Therefore, in the context of other countries, it can be done by modifying the results obtained based on the conditions and potential of each region. Originality/value Although recognition of entrepreneurship is one of the main determinants of rural economic development, empirical research in this area is relatively rare. Thus, this study adds a new perspective on the BUMDes program as an effort to grow rural entrepreneurship.

Rural entrepreneurship development is one of the strategies for encouraging the acceleration of rural development by focusing on the exploration of local resources. The role of rural entrepreneurship is crucial in creating new economic activities that can help to reduce unemployment and poverty, especially in rural areas. One of the Indonesian government's programs for encouraging rural entrepreneurship is establishing BUMDes -a village-owned enterprise. This study aims to propose a participatory rural development model to optimize stakeholder collaboration in promoting local economic growth in rural areas. This study uses a qualitative method with a multicase study approach. There are three BUMDes from three regencies in West Java, Indonesia participated in this research. Triangulation used to check the validity of the data by comparing the results of interviews, FGD's, observations and secondary data. The results of the study found three sustainability dimensions to measure the success of BUMDes performance such as economic sustainability, social sustainability and market sustainability. The results suggest a collaborative model to optimizing BUMDes performance. The new model illustrates the collaboration between stakeholders to pursue rural entrepreneurship sustainability.

Dinas sebagai pemberi layanan dan penyedia informasi yang mudah, terpercaya, akurat dan bermartabat di bidang pelayanan jasa terhadap masyarakat baik secara administrative maupun non administrative. Yang kemudian di era akhir-akhir ini media interaksi pelayanan public pun sudah dapat dilakukan secara online. Maka pemberian layanan beralih dengan menggunakan Web sebagai media interaksi antara Pemerintah Daerah dengan masyarakat sebagai media pelayanan online. Situs www.garutkab.go.id milik pemerintah Garut yang memfasilitasi pemberian layanan dan penyedia informasi terkait pelayanan publik yang dilakukan oleh pemerintah Garut, yang kemudian diharapkan memberikan kemudahan, kepercayaan, akurat dan bermartabat. Pada penelitian ini didapat ternyata pelayan public yang difasilitasi menggunakan Web ini belum efektif atau belum berhasil yang diukur dengan teori Sedamaryanti yang menyebutkan ada empat pengukuran efektifitas yaitu pendekatan sumber, pendekatan proses, pendekatan sasaran dan produktivitas. Sebagai hasil penelitian didapat pelayanan online ini belum ditunjang oleh sistem manajemen dan proses kerja yang efektif baik dari sumber, proses, sasaran dan produktivitas, seperti kesiapan peraturan yang sering berubah-ubah dan keterbatasan sumber daya manusia dari segi kualitas dan kuantitasnya, keamanan data dari situs web sehingga kemampuan informasi belum dikatakan aman, dan kemampuan masyarakat, jangkauan dari layanan publik yang dikembangkan untuk masyarakat juga menjadi terbatas mengakses jaringan internet.
