Challenges and contradictions in Nigeria’s water resources policy development: a critical review

Abstract: The paper is an exploratory review of Federal Government of Nigeria’s gazettes, agencies reports, intergovernmental documents on water resources policy as primary data source and publications by academia; with the aim to contribute insightfully in the ongoing effort of the government and stakeholders in designing a comprehensive water resources policy. The paper identified contradictions and overlapping statutory responsibility that constituted policy implementation impediments’ and galvanized discourse toward… Show more

“…[60] use mathematical model to study the orientation of three dryer shapes (Gothic arch, gable and Quonset), and concluded that east-west oriented for all the three shapes required less heating as compared to a solar dryer of the same size oriented north-south. [61] studied the even-span and uneven-shapes for optimal drying of crops during winter in Morocco. The [61] study recommended the uneven-span with a roof tilt angle of 45˚ and east-west orientation for agricultural purpose in Morocco, based on the ability of the structure at that tilt angle to capture maximum radiation.…”

In their review of solar dryer shapes and orientation, [60] recommended east-west orientation for year-round greenhouse solar dryer use for both farming and drying at all latitudes.…”

“…In view of this, a network of research-extension-farmer-input linkage systems was put in place to ensure that research; extension, and input service delivery are readily available to the farmers for improved productivity. The RBDA, set up in 1976, functions to provide irrigation service with a view to ensuring that farmers are in production all year round or save them from dependence on the unpredictable rainfall pattern in the country [41,42].…”

“…While the policy document did not explicitly state that IWRM principles would be adopted, the principles of participatory water management, transboundary river management, and environmental sustainability were highlighted therein. While these principles are outlined, the current water legislation does not state in clear terms how these principles are to be achieved in practice [ 44 ].…”
