The dam of Hammam Boughrara is an embankment dam built in a transboundary basin, between Algeria and Morocco; it was type-approved and delivered in 1998. This dam was supposed to solve the lack of drinking water in Oran (Algeria's second largest city) and enhance the agricultural perimeter of the area. It should regulate an annual water volume of 59 million m3. However, the northwest Algeria has experienced a fairly severe drought since the 80s. This article aims to show the impact of this drought on the amount of surface water that can be mobilized by this dam. The rainfall series recorded at four stations, located within the basin of the dam, were examined using the proportional deviation from the average, the running average, the frequency analysis, the Pita’s index and the standardized precipitation index. These methods have shown a significant decrease of rain, starting from the hydrological year 1975/1976. These same approaches were also used to analyse series of flows spread over a longer period. This fact revealed three periods of drought which are 1940–1945, 1955–1967 and the most recent one highlighted by the rainfall series, starts at the year 1975/1976. The regularized water volume of the dam, calculated from the series of flow rates, is around 37 million m3. This value reflects a deficit of 40% of the regularized volume predicted by the designers of the dam.

The IPCC climate models predict, for the Central Europe, are for climate changes, being seen variability of temperature, with a growing trend of 1-2,5 o C (with 1 o C for alpine zone -Carpathians and 2-2,5 o C for plains). Current observations in the Romanian plain are not consistent, with an existence of a multiannual variability of temperature and precipitations depending on cyclonal and anti-ciclonal activity. The research is based on calculation of reduced centered index, also the graphical chronological method in information processing (MGCTI) of "Bertin Matrix" type, to show current trends of the spatio-temporal variability of precipitation in the context of global climate change. These are in line with the movement of air masses in Europe in general, and implicitly in Romania, with particular regard to the southern region of the country where the Romanian Plain. The variability of short-term global climate is generally associated with coupling phases of oceanic and atmospheric phenomena including El Niño Southern Oscillation (ENSO) and the North Atlantic Oscillation (NAO). While El Niño Southern Oscillation (ENSO) affects climate variability in the world, the North Atlantic Oscillation (NAO) is the climate model dominant in the North Atlantic region. The latter cyclic oscillation whose role is still under debate could explain the variability of rainfall in much of the, central Europe area, and support the hypothesis of a return of the rains marking the end of years of drought in Romanian plain.Faced with such great changes that today affect the central Europe region and given the complexity of spatial and temporal dimensions of the climatic signal, a more thorough research of causes and retroactions would allow for a better understanding of the mechanisms behind this new trend.

Urbanization and risks: case of Bejaia city in Algeria

Urbanization is a worldwide process, occurring rapidly with adverse consequences on the environment and people. More exactly, urbanization aggravates natural risks and creates additional articial risks; this is a key issue for urban planning, which can reduce the exposure and negative outcomes if its provisions are properly enforced. This article is based on observations from Bejaia, Algeria. Each year, the city suffers from disasters including oods, forest res and landslides. This situation has led to the question whether urban planning observes the regulations from other domains. In order to answer it, different risks threatening the city were modeled and mapped. The results consist of computing the number of buildings situated within non-aedicandi zones by the type of risk. The results show that 15,832 buildings violate the law. Moreover, natural hazards (78.31%) are a more important threat than the articial ones (21.69%). The most important natural risks are due to forest res (44.82%), and the explosion of the industrial zones (15.24%) is the dominant articial risk. The ndings show that planning can help reducing the risk exposure within the urban areas, if the planning provisions are properly enforced. Moreover, the article makes a signicant contribution to demonstrating the possible consequences of sacricing long-term safety for short-term political interests.
