The standards [i, 2] sum up the results of a long-time search for an optimal check algorithm enabling the more effective use of cement with satisfactory provision of the standard strength of materials, it is based on two principles: a batch check is made for all types of structural members, including monolithic; the check is made for ensurance of the given class of concrete, or standarized strength representing it, by maintaining a certain level of average statistical strength, and its upper bound is limited for the first time. Under these conditions, in the absence of "a check for grade" the requirements imposed "on the average level of strength" of concrete remain when selecting the compositions according to State Standard GOST 27006-86, at the stage of which it is impossible to check the statistical adequacy of the strength, i.e., the technological stability of the given composition.
