The retrofitting of existing RC slabs with an innovative system comprising FRP and HPC has been demonstrated to be effective in strengthening and overcoming the logistical challenges of installation. Nonetheless, the excessive improvement of flexural strength over shear strength would cause the sudden failure of rehabilitated flexural members. The literature has previously recommended failure limits to determine the additional moment strength compared with the shear strength to prevent brittle shear failure of strengthened, continuous RC slabs. This study suggests a design process for preventing shear failure and inducing the ductile-failure mode to improve the safety and applicability of retrofitted RC slabs based on the proposed failure limits. The effectiveness of the procedure in brittle-failure prevention for the end and interior spans of retrofitted RC slabs is illustrated via a case study. The outcomes showed that the retrofit system with 0.53-mm-thick-CFRP prevented brittle failure and significantly enhanced the design-factored load and ultimate failure load by up to 2.07 times and 2.13 times, respectively.

How to Achieve Carbon Neutrality: From the Perspective of Innovative City Pilot Policy in China

The innovative city pilot policy is a new engine to accelerate the social development of China, which is an important support feature for realizing sustainable economic development. Using the city pilot policy issued by the Chinese government in 2008 as a quasi-natural experiment and the method of multi-period difference-in-differences (DID) model, we explore the effect of the policy on regional carbon emission efficiency. The research shows that the innovative city pilot policy could lead a significant promotion of the carbon emission efficiency of cities, which shows the characteristics of dynamic sustainability, that is, the policy effect continues to increase over time. Mechanism analysis reveals that the innovative city pilot policy mainly drives the improvement of urban carbon emission efficiency through improving the green technology innovation level of pilot cities, promoting the upgrading of regional industrial structure and increasing government investment in science and technology. In addition, the innovative city pilot policy has a spatial spillover effect on urban carbon emission efficiency, that is, the innovative city pilot policy not only promotes the local carbon emission efficiency, but also improves the carbon efficiency of neighboring areas.

Poor mechanical properties and durability of recycled aggregate concrete (RAC) hinder its application in the construction field. In this study, pre-wetted recycled coarse aggregate was used as the internal curing material for prepared RAC with low water-to-binder ratio (W/B), aiming to improve the mechanical properties and durability. The results show that the workability decreases with increasing contents of pre-wetted recycled coarse aggregate. The variation in compressive strength of RAC with different contents of pre-wetted recycled coarse aggregate is obvious within 28 d. After 28 d, the effect of internal curing of pre-wetted recycled coarse aggregate starts to occur, causing a sustained increase in compressive strength. The sealed concrete with 50% and 75% pre-wetted recycled coarse aggregate contents presents the highest compressive strength and better internal curing effect. The pre-wetted recycled coarse aggregate decreases the relative humidity inside the concrete and effectively inhibits the development of shrinkage in the early stages. The RAC with pre-wetted recycled coarse aggregate presents little effect on the drying shrinkage. Additionally, the electric flux of RAC cured for 28 d increases from 561C to 1001C, which presents good resistance to chloride permeation. Microscopic tests indicate that the incorporation of pre-wetted recycled coarse aggregate is beneficial to the improvements of internal structure of RAC.
