Characterizing Informatics Roles and Needs of Public Health Workers

Abstract: Findings from the PH WINS establish a framework and baseline measurements that can be leveraged to routinely monitor and evaluate the ineludible expansion and maturation of the public health informatics workforce and can also support assessment of the growth and evolution of informatics training needs for the broader field. Ultimately, such routine evaluations have the potential to guide local and national informatics workforce development policy.

“…Building on our prior analysis of the PH WINS,13 we used the second (2017) fielding of the PH WINS to describe the characteristics, satisfaction, workplace factors, and informatics-based training needs among a nationally representative sample of SHA-CO PHI specialists. In addition, we established a nationally representative baseline for tracking the PHI workforce within LHDs.…”

“…In practice, PHI specialists apply informatics principles to develop work processes and technologies that improve the quality and availability of information used to improve the public's health 12. Using data from the 2014 Public Health Workforce Interests and Needs Survey (PH WINS), Dixon and colleagues13 estimated that self-reported PHI specialists constitute 1.3% of the SHA workforce. While the proportion of staff identifying as PHI specialists is small, the informatics needs agency-wide are large, and other public health staff try to fill the gap.…”

“…Previous studies of informatics capacity have focused on the use of information systems and workforce capacity. 5 , 14 18 Existing research shows that LHDs differ in the use or implementation of information systems by infrastructural and other organizational characteristics. 5 , 15 , 16 However, detailed analyses of the informatics-related activities indicating the workforce capacity and the extent to which LHDs vary in informatics activities by organizational characteristics have not been examined.…”

“…As the role of public health informatics grows for public health agencies, the need for improved workforce development in SyS also expands. 12 , 13 In 2015, to further understand how LHDs use and manage their SyS systems and SyS workforce capabilities, the International Society for Disease Surveillance (ISDS), in collaboration with NACCHO, conducted the Biosurveillance Needs Assessment Survey (BNAS), to identify and measure LHD biosurveillance system capabilities and workforce competencies nationwide. This study describes levels of proficiency across a range of SyS functionalities and patterns across LHDs of different jurisdiction size.…”
