China's fiscal decentralization and environmental quality: theory and an empirical study

Abstract: As a wide-reaching institutional reform, China's fiscal decentralization was launched in the early 1980s to encourage provincial economic growth by granting more financial autonomy to provincial governments. In this paper, the impact of fiscal decentralization on China's environmental quality is investigated both theoretically and empirically. A neoclassical model is developed based on the primary characteristics of China's fiscal decentralization. Using provincial panel data for the period 1995-2015, a two-eq… Show more

“…Liu et al [8] explored the dynamic relationships between fiscal decentralization and environmental pollution under the framework of endogenous growth theory and found that fiscal decentralization and haze pollution decoupling display an inverse U-shaped relationship. Hao et al [9] draw the similar conclusion by investigating the impact of fiscal decentralization on environmental quality in China both theoretically and empirically. Wang and Lei [10] studied the effect of fiscal decentralization on different industrial pollutant discharges and also held the opinion that Chinese-style fiscal decentralization exacerbates environmental pollution.…”

“…Some scholars considered that the increase in per capita GDP will result in increased urban air pollution (e.g., Zhu et al, 2019). However, other scholars believed that there is a negative effect or inverted-U shaped relationship between per capita GDP and urban air pollution based on the Environmental Kuznets Curve (Hao et al, 2019). Therefore, we do not prejudge the effect of urbanization on air quality.…”

“…In accumulation to these measures, traveling to under risk countries and inter cities were limited and prohibited. Quarantining the whole area was also considered to limit the deadly virus in China (Hao et al, 2020) and other countries across the globe. Simultaneously, Businesses are going in un-precedent losses due to these policy measures; some are under huge financial stress while some go in to hibernating, and some business is losing security.…”
