Circumventing coalition oversight in multiparty governments: Bill referral to parliamentary committees in the Finnish Eduskunta

Abstract: Existing research largely agrees that to minimize ministerial drift, political parties in multiparty governments tend to use parliamentary committees to monitor each other.
