There is a well-documented tension in many nonprofits – particularly those seeking government contracts or working in areas that compete with the private sector – between the institutional logics of business-market and nonprofit-mission. This paper presents a case study of a century old Swedish nonprofit. It suggests that in the presence of competing hybrid logics, organizational actors respond according to the logic to which they are drawn ideologically. Logic salience as a concept is proposed and its three categories are identified to delineate which type and degree of salience individuals hold towards market logic, mission logic, or towards both. The findings indicate that logic salience can enable or constrain any of the hybrid goals and can provide some explanation as to how or why certain organizational responses that do not represent the collective come about as organizations are wedged between competing logics. Considering the increasing role of nonprofits in the delivery of public services, relevance to research and policy is also highlighted.

PurposeIn 2016, New Zealand's Ministry of Health introduced the System Level Measures Framework which marked a departure from health targets and pay-for-performance incentives towards an approach based on local, collaborative approaches to health system improvement. This exemplifies an attempt to “overwrite” New Public Management (NPM) institutional practices with New Public Governance (NPG). We aim to trace this process of overwriting so as to understand how attempts to change institutional practices were facilitated, blocked, translated and edited.Design/methodology/approachWe develop a conceptual framework for understanding and tracing institutional change towards NPG which emphasises the importance of discursive strategies in policy attempts to overwrite NPM with NPG. To analyse the New Zealand case, we drew on policy documents and interviews conducted in 2017–18 with twelve national key informants and fifty interviewees closely involved in local development and/or implementation of the SLMF.FindingsPolicy sponsors of collaborative approaches to health system improvement first attempted formal institutional change, arguing that adopting collaborative, quality improvement (NPG) approaches would supplement existing performance management (NPM) practices, to create a superior synthesis. When this formal approach was blocked, they adopted an approach based on informal persuasion of local organisational actors that quality improvement should supplant performance improvement. This approach was edited and translated by local actors, and the success of local implementation varied considerably.Research limitations/implicationsThis article offers a novel conceptualisation of public management institutional change, which can help explain why it is difficult to completely erase NPM practices in health.Originality/valueThis paper explores the rhetorical practices that are used in the introduction of a New Public Governance policy framework.

Os direitos plenos da criança e do adolescente são obtidos através de um processo lento, face a uma concepção de cidadania infantil limitada. Crianças e adolescentes são historicamente vistos como cidadãos incompletos e sem acesso aos direitos em sua plenitude. A Constituição Federal de 1988 instituiu um novo patamar de direitos às crianças e adolescentes e a responsabilidade pela garantia desses direitos ao Estado, à sociedade e às famílias de forma compartilhada. Em 1990, o Estatuto da Criança e do Adolescente (ECA) estabeleceu os princípios e regulamentou o Sistema de Garantia de Direitos da Criança e do Adolescente (SGD), constituindo os fundamentos do sistema de governança atual. Desde então, esse sistema é estudado predominantemente sob uma abordagem de redes e essa pesquisa propõe avançar em estudos com um olhar para novos arranjos de governança pública. Os sistemas de governança se desenvolvem conectados a reformas no setor público e no Brasil, desenvolveu-se na década de 1990 a New Public Management (NPM), já criticada em alguns países da OCDE, nos quais emergia uma nova forma de governança, denominada New Public Governance (NPG). O objetivo desse estudo foi compreender o SGD a partir da perspectiva da NPG. Esse estudo utilizou uma triangulação metodológica, que envolveu pesquisa bibliográfica e de campo. A pesquisa bibliográfica contribuiu para identificar os principais elementos que caracterizam a NPG e a proposição de um modelo analítico. A pesquisa de campo utilizou uma análise documental e entrevistas semiestruturadas, tendo como locus de pesquisa três municípios circunvizinhos e centrais na Região Metropolitana do Vale do Aço (MG). Os resultados indicaram a ausência de cooperação intergovernamental no nível local, bem como variações significativas no nível de cooperação, coordenação, desenvolvimento e inovação na governança do SGD dos Municípios. Constatou-se o alinhamento entre a governança do SGD e os pressupostos da NPG, em estágios diversos. Foi possível ainda compreender aspectos propositivos no sentido de proporcionar maior desenvolvimento dos sistemas de governança locais. Palavras-chave: Governança pública. Governança local.
