3 正会員岐阜大学教授地域科学部(〒501-1132 岐阜県岐阜市柳戸1-1) 成熟社会の地域公共交通は，市民生活を支える大きな役割を担っている．しかし，わが国の乗合バス事業は，利用者が減少傾向にあるうえに，独立採算原則の下に運営されていることから，採算性などの事業効率性を根拠に路線の廃止や減便が実施され，市民生活に欠かせない移動が確保されていない場合がある．そこで，本研究は，日常社会生活における空間的移動の確保を考慮した地域公共交通の評価手法を検討する．具体的には，空間的移動の達成水準を地域別・属性別に集計した概念として，外出活性水準を定義し，その推定モデルを構築する．そのうえで，現況の交通サービスでは移動の達成可能性が確保されていない地域や属性を評価するとともに，公的補助を投じても維持を図る必要のあるバス路線の抽出を試みる．
