Climate-Environmental Governance in the Mexico Valley Metropolitan Area: Assessing Local Institutional Capacities in the Face of Current and Future Urban Metabolic Dynamics

Abstract: This paper focuses on the evaluation of local institutional capacities for advancing climate-environmental governance in the Mexico Valley Metropolitan Area (MVMA). It starts with a brief contextualization of the MVMA, followed by an estimation of current and tendential urban inflows and outflows by 2050 with the objective of delineating the challenges and potential implications ahead. “…The use of a UM approach to study Mexico City is still limited to a few research projects. Depending on the discipline and focus of the study, these vary with regard to the metabolic flows analyzed and scale of study (Delgado‐Ramos, 2013, 2015a, 2015b, 2021; Guibrunet et al., 2016; Hoornweg et al., 2011; Huerta‐Barrientos, 2018; Kennedy et al., 2015; Paez, 2010). However, the translation of these studies into spatially explicit accounts (e.g., GIS mapping) of resource flows/stocks and an understanding of the role of OSN in resource management in Mexico City are still limited to date.…”

“…After twenty years, when the Earth Summit was convened in Rio de Janeiro, conventions on desertification, climate change, and biodiversity were introduced, and another UN political organization, the Sustainable Development Commission, was established. Small, low-budget administrations to tackle specific aspects of sustainable development were created in various locations, with several agreements concluded at meetings in different parts of the world [19]. Sustainable development was identified by the World Trade Organization and the World Bank as their main goal, while environmental concerns, including sustainable development, are perceived to be growing in international and regional institutions [20].…”
