“…This observation is surprising as there is clear evidence that large metropolitan areas and mega‐city regions are the basis of multiple industrial clusters with often multiple economic specializations. In a large city‐region, several industrial clusters can be co‐located, generating jobs and creating incomes (Lu et al, ). Chakravorty, Koo, and Lall () looked at co‐located clusters in different industrial sectors in a metropolitan area and suggested that land use policies are a key factor to explain how such a structure develops.…”

“…While studies about Italian industrial districts have found evidence of close-by industrial districts with a similar industry focus, such as shoes or furniture, with complementary specialization (Belussi & Pilotti, 2002;Buciuni & Finotto, 2016;Buciuni & Pisano, 2018), there is no established discussion about the co-location of two or more clusters situated within a single jurisdiction and also having the same industry core. The co-location within a single jurisdiction is an important feature that differs from studies of neighboring Chinese cities and Italian regions (Buciuni & Pisano, 2018;Lu & Cao, 2012;Lu et al, 2016) because it implies that these clusters develop under the same political oversight and planning authority, relying on the same budgetary conditions. While neighboring locations in different jurisdictions may develop a competitive relationship (Lu et al, 2013), this may not be sustainable or have detrimental effects in a single-city region.…”

“…Li (2014) showed that trade relations will develop clusters. Lu et al (2016) adopted that microeconomics cannot replace macroeconomics and that the inspections of individual firms in clusters are inadequate. To gain perspective on regional policy makers in China, both the relationships between clusters and how clusters will affect co-located clusters has been researched.…”
