The transformation and upgrading of China’s manufacturing industry is supported by smart and green manufacturing, which have great potential to empower the nation’s green development. This study examines the impact of the Made in China 2025 industrial policy on urban green economic growth. This study applies the super-slacks-based measure model to measure cities’ green economic growth, using the double machine learning model, which overcomes the limitations of the linear setting of traditional causal inference models and maintains estimation accuracy under high-dimensional control variables, to conduct an empirical analysis based on panel data of 281 Chinese cities from 2006 to 2021. The results reveal that the Made in China 2025 strategy significantly drives urban green economic growth, and this finding holds after a series of robustness tests. A mechanism analysis indicates that the Made in China 2025 strategy promotes green economic growth through green technology progress, optimizing energy consumption structure, upgrading industrial structure, and strengthening environmental supervision. In addition, the policy has a stronger driving effect for cities with high manufacturing concentration, industrial intelligence, and digital finance development. This study provides valuable theoretical insights and policy implications for government planning to promote high-quality development through industrial policy.

Infrastructure upgrading has an important impact on environmental protection and low-carbon development. Based on the panel data of 277 prefecture-level cities in China from 2005 to 2021, we examined the impact of infrastructure upgrading on the synergistic effect of pollution reduction and carbon reduction (Pc) by using the multiple-period difference-in-differences method. The results show that infrastructure upgrading can achieve Pc. Additionally, compared with resource-based cities, peripheral cities, and central and western cities, the impact of infrastructure upgrading on Pc is more significant in non-resource-based cities, central cities, and eastern cities. Meanwhile, infrastructure upgrading can promote Pc by promoting scientific and technological talent agglomeration (Tg) and industrial agglomeration (Ig). Finally, the policy of synergy analysis shows that compared with the single pilot cities, the dual pilot cities have a more obvious effect on Pc, and becoming first high-speed rail (HSR) cities and then becoming “Broadband China” strategy (BCS) cities has a stronger effect on Pc. Therefore, to effectively alleviate the dual environmental pressures of pollution reduction and carbon reduction, emphasis should be placed on promoting the common development of transportation infrastructure and digital infrastructure.

Considering that the traditional investment project evaluation system can no longer fully adapt to the characteristics of the new power system under the investment environment of the new power system, this study constructed a new power system investment project evaluation and optimization method based on the combination of the cloud model, evidence theory and the TOPSIS method. First, 16 evaluation indexes were considered based on four dimensions, namely green and low‐carbon, safe and reliable, flexible and intelligent, and economical and efficient, and the optimal evaluation index system of new power system investment projects was designed. Second, the normal cloud model was used to obtain the evaluation membership distribution of each index and turn it into evidence. Considering the conflicts between indicators and the combinational contradictions of traditional evidence theories, an improved DS evidence theory based on a game weight coefficient discount to reduce conflicting evidence was used to fuse the membership information of multiple indicators. On the basis of the evaluation results of each scheme, this study used the TOPSIS method to sort the advantages and disadvantages of each scheme. Finally, the project of planning and putting this model into operation in the 14th Five‐Year project database of a power grid enterprise was selected as an example to carry out empirical analysis, and the effectiveness and superiority of the proposed model were verified.
