Collaborative Implementation Network Structures: Cultural Tourism Implementation in an English Seaside Context

Abstract: Strategic policy has to be implemented within complex operating environments where organisations have to perform within an inter-dependent production process in a dynamic mix of competition and cooperation. This suggests that network structures need to be in place that allow for both collaboration and competition whilst mitigating against structural fragmentation. “…An important avenue for further research is to examine both approaches within one case situation, to actively co-develop the two perspectives towards a perhaps broader set of tools than either one can provide alone. Together with several doctoral students we have been exploring in more depth such complementarity of VSM and CAS analyses, and the findings confirm the usefulness and complementarities of joint VSM/CAS analyses (see for example Watts, 2009Watts, , 2010Knowles and Espinosa, 2009;Knowles, 2010;Cardoso, 2010, Espinosa and Walker, n.d.). One of the challenging questions regarding further research at this point is about epistemological challenges of complex systems approaches to research.…”

“…The works of Watts (2009Watts ( , 2010, Knowles & Espinosa (2009), Knowles (2010), Cardoso (2011, 2015 and constitute the background of the integration of VSM and SNA. These studies state that in general, the integration of SNA and VSM is feasible based on the fact that both can be understood as representations of the many different communication channels connecting key roles/functions within an organization.…”
