Combining Policy Network and Model-Based Scenario Analyses: An Assessment of Future Ecosystem Goods and Services in Swiss Mountain Regions

Abstract: ABSTRACT. We argue that the often-proclaimed disregard of ex-ante assessments of the provision of ecosystem goods and services in policy-making processes is not only due to a neglect or a misinterpretation of the results of such assessments in the relevant political processes, but also due to an inaccurate inclusion of political variables into those assessments. To address this weakness, we combine a model-based scenario analysis with a policy network analysis. Analyzing the structure of the policy network and… Show more

“…The feedback from the policy making process in Huber et al (2013a) is based on the analysis of the interface between policy structures and scientific scenario analysis provided by Hirschi et al (2013). These authors make a first attempt to combine different policy scenario analysis with policy network analysis in agricultural policy.…”

“…If aggregated land rent from the corresponding land unit drops below this value, the parcel will no longer be cultivated. The model has been applied in various case studies assessing the impact of different climate and socio-economic scenarios [48][49][50][51]. In these model applications, a comparative static approach was applied because fixed costs of agricultural production are assumed to be independent from existing structures on a longer term.…”

“…The implementation of the agents in the model is analogous to the protocol presented in Huber et al [45] for the applications in the pasture-woodlands of the Swiss Jura. However, instead of individual farms, we treat different groups of farms as one agent and we couple ALUAM-AB to the forest landscape model LandClim [16,51].…”

“…Policy can restrict or facilitate unsustainable land use and thus affect the efficiency of ecosystem-service supply from smallholders' parcels (Sandker et al 2012, Hirschi et al 2013). Paraguay's first forestry law, Law 422/73 was passed in 1973, but through the turn of the century, the country lacked a centralized ministry of environmental affairs and a holistic, national environmental policy.…”
