“…Given the different compositions and roles of the expert groups present at EU level, this section will aim at unpacking "the […] nexus that has been established between the European executive and external actors that are counted as experts" (ibid.). Since Twinning share many characteristics with EANs, with regular and intensive exchange between civil servants of the EU Member States and the receiving countries, I will come back to those in a later section of this chapter.…”
