International audienceAs issuers, local authorities have credit ratings that are used in the search for direct funding from the capital markets. However, some local officials also use their ratings as instruments of local public reporting. Does this function creep affect the public values of local authorities? In line with the theory of publicness (Bozeman, 2007), a measurement of this publicness and the detection of public values (Jorgensen and Bozeman, 2002, 2007) are proposed both for the authorities that expressly mention their rating and those that make no mention of it. A textual analysis of their respective discourses reveals a function creep that conveys a lesser degree of publicness and ‘market’-oriented public values, but also generates one public value: transparency

Le système de financement des collectivités locales françaises vit de profondes mutations avec le démantèlement de leur premier prêteur et le projet d'une banque publique dédiée. Une reconstruction s'opère entre organisations bancaires marchandes et non marchandes, pratiquant toutes deux une communication financière. La recherche consiste en une analyse textuelle comparée des rapports annuels de Dexia CL et de la CDC, sur 2001-2011. Les résultats concluent à plusieurs hybridations de leur communication financière : l'une liée à la nature de leurs activités et de leur refinancement, l'autre expliquée par un contexte de crise. « The social responsibility of business is to increase profits » Milton FRIEDMAN (1970) La décennie 2000 se termine par une crise de la finance mondiale et la décennie 2010 commence par le démantèlement de Dexia, groupe bancaire emblématique. Si on peut s'interroger sur le devenir de nos économies de marché, la crise européenne des dettes souveraines empêchera néanmoins le basculement vers un modèle d'interventionnisme étatique. L'opposition du « tout marchand » au « tout non marchand » semble céder la place à une hybridation raisonnée des logiques puis des pratiques. Ainsi, cadre particulier, le système de financement des collectivités locales françaises vit de profondes mutations avec le démantèlement de leur premier prêteur et le projet d'une banque publique dédiée. Une reconstruction du paysage s'opère, entre secteur bancaire marchand (sur le schéma « Dexia Crédit Local ») et non marchand (sur le schéma « Caisse des Dépôts et Consignations »). Ces deux organisations, l'une comme l'autre, réalisent une communication financière, notamment par le biais d'un rapport annuel. Quelles projections faire sur celle de l'entité en création (« Banque Postale Développement Local ») ? Sa réussite est largement subordonnée à sa capacité de refinancement sur les marchés : sa première arme sera donc sa communication financière, pour déclencher la rencontre avec les investisseurs. Or, cette communication est encore à construire.
