Communication Structures and Decision Making Cues and Criteria to Support Effective Drought Warning in Central Malawi

Abstract: Early warning systems trigger early action and enable better disaster preparedness. People-centered dissemination and communication are pivotal for the effective uptake of early warnings. Current research predominantly focuses on sudden-onset hazards, such as floods, ignoring considerable differences with slow-onset hazards, such as droughts. We identify the essential factors contributing to effective drought dissemination and communication using the people-centered approach advocated in the WMOs Multi-Hazard … Show more

“…To prevent or mitigate these increasing impacts of disasters due to climate-related hazards, anticipatory action for local contexts is essential (IFRC 2021). In 2008, the Red Cross Red Crescent movement introduced Forecast-based Financing (FbF) as one of the first forms of anticipatory action (van den Homberg et al 2020). FbF enables access to the so-called Disaster Response Emergency Fund, a funding source habitually only available for humanitarian response, before a disaster has happened.…”

“…A relevant example is the use of seasonal forecasts and drought warnings by farmers in Malawi ([MW-K]; Calvel et al, 2020;Mittal et al, 2020;Streefkerk et al, 2022). Through focus group discussions, researchers developed an understanding of the seasonal calendar of local farmers' activities.…”

“…This translation can add great value. For example, a recent study of drought warning activities in Malawi, found that what farmers really wanted and needed was agricultural advice, not weather data (Calvel et al, 2020), i.e., knowledgeable actionable guidance, not just data or information.…”
